A team of engineers and project executives with over 45 years of experience in construction management and marine construction. Neptune Marine Structures is headquartered in Virginia Beach while servicing the entire mid-Atlantic region. Committed to serving our clients and preserving the environment, we are dedicated to building our legacy on the core values of Safety, Professionalism, and Environmental Stewardship.
As avid outdoorsmen, NMS is dedicated to the preservation and protective measurement set in place to ensure our shorelines and water ways are here for future

Meet the Team
David Shourds, Owner
David has over 35 years in the construction industry. Including marine construction, large scale retail, design-build partnerships, heavy civil, roadway streetscape construction and custom wayfinding sign programs. Most notably is the MacArthur Center Mall project where he was the Project Engineer for the mall and parking garages. After many years working on large scale projects across the country, he has decided it is time to work local in his hometown community.
Having worked in the residential and commercial marine industry previously, David and Austin started to develop NEPTUNE MARINE STRUCTURES in the spring of 2024. David has extensive knowledge in construction management, methods, safety and design will ensure your project is completed in a professional, safe, timely and efficient manner. David has a passion for fishing, boating an avid outdoorsman. He is a Board Member with the Back Bay Delta Waterfowl Organization and can be found most of the time fishing and boating around the Virginia Beach area.
Austin Pusterla, Owner
Austin has lived his entire adult life in the Hampton Roads region. Originally from Northern Virginia, he developed a deep love for the water at a young age. Pursuing this passion, Austin attended and graduated from Old Dominion University with a degree in Industrial Engineering. In his professional life, Austin took on a career in commercial project management, where he has successfully managed more than 150 new construction projects. His experience has equipped him with a comprehensive understanding of the procedures necessary for running a successful, efficient and, most importantly, safe job site.
Outside of work, Austin can often be found fishing and boating in the magnificent waters of the Chesapeake Bay and other stunning coastal areas. Currently, he is in the process of refurbishing a fiberglass boat to better suit his expanding family & needs. Austin is sincerely excited about the opportunity to pass on his love for outdoor activities to his son by teaching him the ropes firsthand.
Austin genuinely understands how being on the water is a way of life for you, your family, and your friends. His lifelong love and passion for the water ensure that your marine structure will be managed and built properly, so that you can enjoy your passion for water actives for years to come.
